The Department of Homeland Security has issued a request for information seeking humanoid robot platforms capable of operating in the desert and mountainous terrain along the U.S.-Mexico border. The RFI, published through the agency's Science and Technology Directorate, asks manufacturers to detail mobility specifications, payload capacity, battery endurance, and environmental hardening for bipedal systems that could augment human patrol agents in areas where vehicle access remains limited. The solicitation marks the first time a federal law enforcement agency has formally explored humanoid robots for field deployment at this scale. Border Patrol currently operates more than 360 surveillance towers and deploys thousands of ground sensors and aerial drones across 1,954 miles of border with Mexico, yet the agency continues to station approximately 19,000 human agents in remote sectors where terrain defeats wheeled platforms and static sensors miss human movement through vegetation and arroyos. The RFI poses a blunt question to the robotics industry: if remote monitoring technology were sufficient, why does the mission still require human presence in hazardous and logistically challenging locations?
The solicitation follows years of incremental automation in border security, but represents a sharp departure from the aerial and static systems that have dominated procurement. Customs and Border Protection has spent over $1.3 billion on tower-based surveillance infrastructure since 2019, much of it built by Anduril Industries and other defense technology firms. Those systems provide visibility but no physical response capability. Wheeled ground robots have seen limited deployment in urban crossings and known smuggling corridors, but lack the agility to navigate rocky desert washes, steep inclines, and dense brush where foot traffic concentrates. A humanoid platform could theoretically follow the same paths as human agents, climb over obstacles, and carry communications equipment or sensors into areas that remain inaccessible to vehicles. The RFI does not specify whether the robots would operate autonomously, under remote supervision, or as direct companions to human agents, leaving that architecture open to vendor proposals. It does, however, emphasize reliability in temperature extremes ranging from below freezing to over 120 degrees Fahrenheit, and the ability to traverse sand, gravel, and uneven stone without external infrastructure.
No manufacturers have been named in the solicitation, but the requirements align closely with capabilities demonstrated by several humanoid platforms now reaching commercial readiness. Boston Dynamics' Atlas remains a research platform not available for sale, but its mobility over rough terrain has set benchmarks that newer entrants now target. Figure AI's Figure 02, which completed a $675 million Series B raise earlier this year, has focused primarily on warehouse and manufacturing applications but possesses the bipedal architecture and autonomy stack that could translate to outdoor environments with additional hardening. Agility Robotics' Digit has logged extensive runtime in logistics facilities and has been tested in unstructured outdoor settings by Oregon State University researchers, though the company has not publicly discussed law enforcement applications. Apptronik's Apollo, unveiled in 2023 and now undergoing field trials with commercial partners, was explicitly designed for modularity and rapid task reconfiguration, which could appeal to an agency seeking platforms adaptable to both patrol and logistics roles. The RFI response deadline falls in late October 2026, with a vendor day tentatively scheduled for November. Industry observers expect the Science and Technology Directorate to fund prototype demonstrations in 2027 if the responses indicate technical maturity and reasonable unit economics.
The move arrives amid broader federal interest in deploying advanced robotics for public safety missions, though humanoid platforms have faced skepticism over cost, fragility, and the political optics of armed robots in civilian settings. The RFI makes no mention of weaponization, focusing instead on mobility, endurance, and sensor integration. That positions the solicitation as an exploration of logistics and situational awareness rather than autonomous enforcement, though the distinction may blur once platforms operate in the field alongside armed agents. Defense contractors with established CBP relationships, including Anduril and Shield AI, have robotics divisions that could respond, as could pure-play humanoid startups seeking their first government contract. The size of any resulting procurement remains unclear, but replacing even a fraction of the agents currently assigned to remote foot patrols would require hundreds of units, and federal buyers typically demand domestic assembly and supply chain transparency that few robotics companies currently offer. The DHS solicitation also arrives as the U.S. Army's Future Vertical Lift program and the Marine Corps' robotic combat vehicle efforts pull investment toward defense applications of advanced mobility, creating competition for engineering talent and manufacturing capacity in a sector that remains severely supply-constrained. If the RFI leads to funded prototypes, it could establish humanoid robots as a legitimate category in federal procurement, opening budget lines that have historically flowed to wheeled UGVs and aerial platforms.
What to Watch: Responses to the DHS RFI are due in late October 2026; monitor which manufacturers submit technical proposals and whether any announce teaming agreements with defense primes before that deadline. Track whether Border Patrol sectors in Arizona and Texas, where terrain challenges are most acute, host demonstration events in Q1 2027. Watch for congressional testimony or Government Accountability Office assessments on humanoid robot costs versus the fully-burdened expense of deploying human agents in remote areas, as cost-per-patrol-mile will determine whether this moves beyond pilot programs.
